fix: Text extractor fix to return text, other minor updates

What

• Text extractor fix to return the text instead of a dict
• Bumped tool text extractor to 0.0.23
• Add dev section to pyproject.toml to maintain editable installs of dependent packages
• Minor log / comment fixes

Why

• Recent changes in X2Text adapter return type caused the tool to output a dict instead of the text
