Adds the required license files. The BSD and MIT files follow the templating used in MAME.
libvgm as a whole must be licensed under GPL-2.0-only due to ymf278b.c (you are, of course, free to add more permissive terms for code where you are the copyright holder).
The WonderSwan emulator mentioned in #43 is distantly based on Cygne, which was released under GPLv2.
