This PR moves the emissions processing files all into one folder and deletes some old experimental files which are no longer needed.
Specifically it migrates the contents of ~/gch4i/sector_code/emi_mapping/adjusted_code to ~/gch4i/emis_processing, and deletes ~/gch4i/sector_code/emi_mapping
The ~/gch4i/sector_code/emi_mapping folder was populated primarily by @burnettear, who should be consulted if we ever need more info about the contents of these files.
