Set up a namespace on Sterling specifically for Babel

This could be used to host the big 500G memory pod we need to run Babel, but we could also use those resources to run the nameres-loading and nn-loader pods as needed. We could host the databases there as well, although I would prefer to keep those on translator-dev and translator-exp so we are forced to load the databases in those two namespaces, which gives us a bit of redundancy. I'll use this ticket to track requirements and to reach out to Yaphet on how we reduce requirements on translator-dev and translator-exp to account for this.
