Description of Change

This PR adds the implementation of Sparse Matrix Compression in both CSC (Compressed Sparse Column) and CSR (Compressed Sparse Row) formats.

  • Includes efficient compression and decompression techniques.
  • Optimized for faster retrieval of non-zero elements in sparse matrices.
  • The code is well-documented and educational, following Doxygen guidelines.
