Follow-up to #2003. For an overview of reporting, see Google's web.dev and MDN.

What's missing at the moment is all the handling for POST requests to /Diagnostics/UserAgentInterventionReports.

Bruh I removed it. Also this is a DRAFT because the FUNCTIONAL part is missing. No idea why it was un-draft-ified. It's definitely a draft
