Sprints

Proposed in 2021-02. Expounded upon on 2021-03-04.

A sprint should be planned in the Buffer Week before it.

1. Receive expected tasks from Dev BA.
2. Receive technical debt from developers.
3. Estimate expected tasks and technical debt.
4. Determine whether any expected tasks either require or should depend on¹ any technical debt.
5. Assign expected tasks and any technical debt on which it either requires or should depend.
6. With remaining time, assign other technical debt.

¹ Whether an expected task should depend on technical debt:

1. is whether it has a great stakeholder cost-benefit, and
2. is determined after an objective discussion between relevant parties.
