CompatHelper: bump compat for MINPACK in [weakdeps] to 1, (keep existing compat) #443

This pull request changes the compat entry for the MINPACK package from =1.2 to =1.2, 1.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
