Allow contracts to be exceeded

Problem

For now, when an agent tries to add spent time on a fully-consumed contract, the time is not accounted on the contract. In our processes, it should be possible, so a commercial can upgrade the contract to add more available time.

Solution

Always associate spent time on the ongoing contract, even if it's fully-consumed.
