We are making playing both NeoForge and Quilt mods (include Fabric mods, the same below) possible.
NeoForged's FML is based on ModLauncher, which is used for transforming Minecraft classes.
Quilt Loader's upstream Fabric Loader defines an API called "launcher" for transforming classes. This means if we make a launcher for ModLauncher, we can use Quilt Loader on ModLauncher with FML, and we can use Quilt (and Fabric) mods. This is what Pillow Loader do.
NeoForge itself contains patches, which make Quilt mods' mixins can't work well. So we create ShearAPI.
You must sign off for DCO. You must sign your commit. For PillowMC, once your signed commits are merged into our repos, you sign off the commits. You can also use git commit --signoff.
