Refactoring for BufferedPacketQueue with fixes for pipeline stalls (#16)

Refactor BufferedPacketQueue to fix pipeline stalling caused by sequence
number overflow.
Enhanced data structures, sequence handling, buffering logic, and
logging for improved performance and reliability.
