feat: improve declarative agent sharing experience

Improvements:

1. Enable choosing local environment when provision.
2. Make advanced declarative agent scope in dev environment 'personal' by default as sharing is not supported now.
3. Show error message and instruction when user is using YAML schema under v1.10 to share.
