This PR fixes #11891

This PR adds plugin support to Spark-3.5.4.
To generate shim:

URM_URL=https://urm.nvidia.com/artifactory/sw-spark-maven mvn clean generate-sources -Dshimplify=true  -Dshimplify.move=true -Dshimplify.overwrite=true  -Dshimplify.add.shim=354 -Dshimplify.add.base=353 -s jenkins/settings.xml
