This PR was originally created to remove dependency on HDF5 package as it does not support
Threads.@threads
macro, preventing parallelization of REopt runs using threading on the same machine, but I am creating this PR to assess if we might want to move away from HDF5 to CSVs in REopt.REopt is currently loading HDF5 data sources which load superset of EASIUR data, of which REopt only uses a subset. Converting HDF5 to CSV allows for only handling data that REopt needs to determine correct financial inputs.
Additionally, this PR corrects an issue #156 in marginal social cost determination.
