In some situations, combi boilers were incorrectly causing the code to assume there's a flue in conditioned space, despite the boiler inputs suggesting there wasn't.

Fixes #1565. Allows a GSHP w/ separate backup.
Fixes possible error when there's a combi water heater. Several conditions need to be met to hit the error, which explains why no one has ever reported the error. Adds more error-checking to schematron.
