Dockerfile fixes

Added a dedicated health check endpoint for the NGINX server in the Dockerfile. This is located at /health and only accessible to local IP addresses. This is necessary for load balancing health checks in various environments.

CI/CD pipeline fixes

• paths should have been paths-ignore
• The deployment workflow automatically bumps the version, pushes the version bumped package.json file to the branch that it came from, builds the docker image, and pushes it to either the dev or prod repositories.
  • However, GitHub Actions default bot user cannot bypass branch protection rules.
  • One of the fixes suggested using an organization app, which we already utilize, the MoTrPAC GitHub App
  • I added the suggested steps to the workflow, and have updated the requested permissions for the Github app.
  • If you're comfortable with it, can you add the GitHub App to the list of users that are allowed to bypass branch protection rules?
