Freshness: Assign Microsoft Entra roles in PIM

This pull request includes changes to update and rename a tutorial on assigning Microsoft Entra roles in Privileged Identity Management (PIM) using Microsoft Graph PowerShell. The updates include renaming the file, modifying its content to reflect the new format, and updating references to the renamed file.

Renaming and Updating Content:

• Renamed microsoftgraph/docs-conceptual/tutorial-pim.md to microsoftgraph/docs-conceptual/how-to-assign-microsoft-entra-roles-in-pim.md and updated the title, description, and metadata to reflect the new "how-to" guide format. [1] [2] [3] [4]

Updating References:

• Updated references to the renamed file in .openpublishing.redirection.json to ensure proper redirection.
