Introduces a RelayCommand class implementing ICommand to enable command binding in the application. This class supports execution and optional can-execute logic, facilitating MVVM patterns.
Introduced new enums (AppPages, Language, MapProvider), network helper utilities, and models (Ip, IpConfig, Network, Settings) to support application configuration, network information, and localization. Updated Context helper to provide a default storage path based on environment.
Reorganized CONTRIBUTING.md with a clearer table of contents, expanded sections on ways to contribute, prerequisites, code guidelines (including MVVM, C# 12 features, styling, and commit messages), and detailed pull request process. Improves clarity and onboarding for new contributors.
