🧹 ESLint update journey: Update all @LayerZero-Labs packages to 3.0.15 [2/N]

In this PR

• Update all @layerzerolabs packages to 3.0.15, including the lint configuration packages
• This required a small updated of some of the ESLint dependencies and several configuration changes in the .eslintrc file
• The rules that would result in ~400 file changes have been downgraded to warnings and can be enabled bit by bit
• AbstractMap needed a small type change after the update to the newest TypeScript as IterableIterator type was clashing with MapIterator
