Marking it as a draft for the moment. I also have to debug Ginkgo installations on Incline so we can run all the tests, and some SLURM issues on Incline. |

This is a working set of modules for Incline CI to get back up and running on PNNL machines.
We still have to:
Since this PR is a launching point to tackle these other issues, I think this should be merged, and issues created for other points mentioned.
cc @nychiang and @cnpetra - up to you how you want to work with this. I am happy to just leave this open and use this PR to close out remaining issues instead if that is more convenient.
