Sort constructors deterministically

• Should keep the same order of constructors in K1 and K2?
• Should a primary constructor be first?
• Does it make sense to move sortDivergentElementsDeterministically to another stage? e.g. to the Documentable model. The current implementation ignores [SameMethodNamePageMergerStrategy].
  Although the compiler keeps the order of all declarations, the problem is actually for our extensions that are collected by Dokka. see Non deterministic sorting of merged extensions/properties #2784
