We have lots of Free software tools and open projects that could be utilized to help improve road networks.

Here are some of the most interesting ones:

https://labs.strava.com/slide/ - Strava's "Slide is based on the principles of Mathematical optimization. A coarse input line is iteratively refined to optimize its alignment with the GPS heat data. The result is a smooth, properly sampled path representing the true path of travel."

https://github.com/sharedstreets/sharedstreets-builder - "SharedStreets data standards are a way to uniquely identify any street in the world. SharedStreets makes maps connectable, and allows quick porting of data between different street representations, whether data linked to OpenStreetMap, a city-managed GIS system, or a commercial basemap."
