Description

• Create configurations to control balloon and leash height
• Clean up the balloon directory sector of codebase to make classes and variables make sense. I also went ahead and commented a large majority of the codebase

• New feature (non-breaking change which adds functionality)

Tested on a version 1.20.4 PaperMC Minecraft server
