Correct inaccuracies in quality.md assessment document

The quality assessment document contained outdated version information and multiple technical inaccuracies that misrepresented the repository's current state.

Corrections Made

• Version/Date: Updated to 0.6.1 and 2026-02-02
• Score Alignment: Fixed overall score (9.3 → 9.4) to match weighted calculation
• Code Quality: Corrected ruff rule count (15+ → 9 actively enforced rule sets)
• Testing: Fixed test file count (15 → 14) and function count (120+ → 150+)
• Architecture: Removed reference to deleted src/hello/ directory
• Technical Metrics:
  • Makefile: 4 → 12 lines
  • uv.lock: 707 → 708 lines
  • Pre-commit hooks: 10 → 8
  • Pandas version: >=2.3.3,<3.0 → >=3,<3.1
• CI/CD: Removed incorrect claim about GitLab CI maintenance status

All claims now verified against current repository state.
