This PR adds function to 'whitelist addresses' for FLA polygon.
Whitelisted addresses won't be charged any extra flashloan fee by FLA.
IMPORTANT:-
After updating the FLA proxy's implementation, the resolver address also needs to be updated in the backend apis so the UI doesn't break
