Move withHostMaintenancePolicy test to us-central1-c

Fixes hashicorp/terraform-provider-google#25476

The testAccContainerNodePool_withHostMaintenancePolicy kept failing due to GCE_STOCKOUT. Root cause is n2-standard-2 VMs exhausted in us-central1-a. Moving the test case to us-central1-c to mitigate against the zonal resource exhaustion issue.

Example error message:

message: "A n2-standard-2 VM instance is currently unavailable in the us-central1-a zone. Consider trying your request in the us-central1-c, us-central1-f, us-central1-b zone(s), which currently has capacity to accommodate your request. Alternatively, you can try your request again with a different VM hardware configuration or at a later time. For more information, see the troubleshooting documentation."
