Story Description
When accessed from a mobile device, the related councils dropdown had a responsive issue causing the borders to have different colors when not expanded.
By adjusting the top and bottom outline this was fixed.
When not expanded the collapsible borders are merged and have the same border outlines.
This is only applied on mobile devices.

To replicate, inspect the front page, toggle device toolbar next to elements and select a mobile device to emulate one.
