As an evaluator, in order to manage an evaluations process for the submissions I'm assigned to efficiently, I would like to be able to view all the details of a single submissions.
Includes:
Add functionality to open the submission detail in a new window without the evaluation form.
*Note: WAVE "redundant link" alert is related to the mobile design, both hide and show allow the evaluator to open the submission details in a new tab
