repro: GitTools/action with UNDEFINED setup output

This is just a quick attempt to compare use of:

• dotnet CLI GitVersion.Tool
• GitHub Action gittools/actions/gitversion

to reproduce the UNDEFINED output aspect of:

• [ISSUE]: GitVersion is undefined in Azure DevOps on PR builds using GitTools 3.1.1 GitTools/GitVersion#4350

For the most part, the GitHub Action gittools/actions/gitversion/[email protected] and execute are working as expected in this example, but I do still see an odd output on the Setup step.
