chore: update mako latest version to 1.3.8

Update mako lockfiles and dependency package lockfiles.
This performs the following updates:

1. Some mako lockfiles use mako latest. This will update mako and dependencies.
2. Some mako lockfiles use a pinned (non-latest) version of mako, but require the latest version of another package. This will update all such packages.
