Summary of changes

What

  • set setGcpPublicCidrsAccessEnabled to true during cluster creation as the new default is false

Why

  • GKE clusters created by Leonardo started becoming unresponsive after 11/11/2025. When comparing a working cluster with a broken one, we realized that new clusters created after 11/11/25 had the Add Google Cloud external IP addresses to authorized networks option disabled, which is a change in default behavior.

There is some weird unit test infrastructure that is failing, but the integration tests are passing, so I am going to force merge this to get the fix to our users ASAP
