Schema: Add json schemas

Problem

We would like to add the json schemas to the landing page so it can be hosted remotely.

Solution

• Add the following schemas to content directory: gov code.json, cms code.json, agency-index.json
• Add pass through copy for schemas
• Created a page linking to all schemas

Result

Now, users can access the code.json schemas through this URL: https://dsacms.github.io/share-it-act-lp/schema/gov/
