- Remove the faulty error condition "bind multiaddrs must have different ports"
- Allow ip4 and ip6 to use the same port

**Motivation** - Resolve #7116 - Resolve #6531 **Description** - Update discv5 dependency (ChainSafe/discv5#316) - default to using the same port for ipv4 and ipv6
