Draft of an attempt to make deckgen choose partners for commander decks before filtering the cardpool by color identity rather than after, thus allowing it to choose partners that wouldn't be allowed in the 99 if running the commander solo (e.g. running a nongreen partner with a mono-green commander). This doesn't yet account for The Prismatic Piper/Faceless One/Clara Oswald.
