Config files

• msp_emodnet_dictionary.csv this file contains correspondence between EMODnet HA MSP model attributes (in the abbreviated form of shapefiel attributes name to submit to EMODnet ingestion portal)
• msp_emodnet_uses.csv this file extend the use list of uses of Italian MSP plan
