introducing new "@0xsequnece/builder" package for clients to access bulider api
the builder api is quite massive with many layers, so I've only included the public audience registration list
in the future we can include more interfaces, but we should probably finish webrpc/webrpc#334 or something similar so we can keep the surface area tame
