Close method on zetta #311

Creating an issue to track this request from https://community.apigee.com/questions/24485/zetta-close-method.html

What would it mean to "close" zetta.

Shutdown api server?
Disconnect outbound peer connections?
What about devices and scouts?

Today i've used the code to shutdown the api server.

var server = zetta().listen(3000);
server.httpServer.server.close();
