Hiding top bar makes difficult to click object on top of the page

I use my browser in compact mode. When I want click a button or link which is placed at the top of the page, top bar appears and blocks me. As far as I remember top bar appearing when cursor arrive the edge top screen but I am not sure. Is there a setting for configuring the sensivity of top bar?
