Describe the feature

On Linux we have a single application menu which does not include the full set of menus which exist on MacOS (File, Edit, etc) which makes discoverability difficult.

VScode implements a Windows style fixed Title Bar + Menu Bar like on Windows.
JetBrains has an single menu entry point makes a traditional menu appear in the title bar following a single click on the application menu icon.

If applicable, add mockups / screenshots to help present your vision of the feature
