Option to only send notifications when alert triggers (not when it goes down again)

Is your feature request related to a problem? Please describe.
I have an alert that checks for failed jobs once per minute in a database and notifies the team if it finds something within the last minute. Currently engineers are getting notified within one minute after the job has failed, but always receive a second mail/gchat notification a minute later saying the alert is gone again (as the alert only checks for the last minute).

Describe the solution you'd like
It would be great, if there was a simple way to configure on which events I want the responsible team to receive notifications.

[X] Alert going up 
[ ] Alert going down

This could even be extended with alert modified, alert muted, alert unmuted, ...
