TODO: Reduce startup time.

GAE would frequently unload unpopular applications, that includes pinyin-ws.
Currently, it takes 15 seconds to load pinyin-ws to GAE and this is not acceptable.

To reduce the startup time, we need to make the resource file, cnsphone.cin, a static class file.
