Testing Updated Scaffolding

I am in the process of updating the scaffolding to accept newer versions of packages (I accidentally pushed to the postgres branch directly, apologies for that). I've run through the steps in the "Maintainers" section of the README but I wanted to test things properly before I push to the stack-templates repo.

The README mentions that the travis builds will sort out testing with databases but I can't see where/when these builds actually run. There doesn't appear to be any CI info on any of the currently open PRs. Do we still use travis builds?

It looks like that may no longer work, not sure. If you're interested, it would be great to move things over to GitHub Actions.

@snoyberg I'm happy to help out with that. I can't give any commitment as to when though. Shouldn't be too big of a task so I can hopefully find some time soon.
