Expose utilities in Database.Persist.TH #1564

When writing utilities for template haskell, it's nice to have the utilities in that module. But many aren't exported.

We should (at least) expose Database.Persist.TH.Internal which exposes everything and then Database.Persist.TH which exposes the current API.

Ideally, specific utilities can be put in better, more obviously public modules.
