Add @supports as an answer for how to serve pages for feature-constrained browsers #30

The @supports CSS at-rule is a great way to write CSS styles that degrade gracefully in older browsers. I think it makes sense to add that to the answers of "How do you serve your pages for feature-constrained browsers? What techniques/processes do you use?".
