修改 PR 标题规范后 @ 的用户名错误 #35

a 创建的 PR ，标题不规范，当 b 修改规范后，@ 的用户不是 b ，而是 a。

需要判断是不是 PR 主修改，如果不是，则提示如：

hi @A ，你的 PR 标题信息已经被 @b 修正成功，感谢~
