Why does the 192x192 icon fail the test?

I provided a 192x192 icon for my project. Flatpak compilation failed.

I provided a 128x128 icon and it passed.

This should be an error. /usr/share/icons/hicolor/index.theme contains the 192x192 size.

Why does this error occur?

Can you post the exact error message and - if possible - the appstreamcli command line please? I also think you mean this shouldn't be an error, right?

You mean the only icon that exists is 192x192px in size? Compose should scale that down to 64x64px and also include the larger icon...
Is there any chance you could share the project so I can have a look at that? That would make things easier. If not that's fine too, I'll try to reproduce this in a different way then.
