Implement global rate limiting for WebSocket connections in Platform API.

Current Limitation

Currently, rate limiting is enforced at 10 connections per minute per IP address. However, users can bypass this by using multiple IPs, as no global rate limit is currently implemented.

Suggested Improvement

Implement a global rate-limiting mechanism.
