Add limiting options (QoS, bandwidth, memory or CPU limit) #180

Wireproxy is really great thing making networking and proxyfying much easier, so I would like to thank you for this beautiful utility!
Absolutely agree that adding UDP proxy would make this tool 2x better
And asking for one more thing - right now running wireproxy on Linux devices with limited hardware, let say with 64 MB of RAM allowed for wireproxy, and not powerful CPU can lead to case when device halts and reboot. It occurs when traffic through wireproxy become higher than just ordinary web page browsing. Is it possible to add bandwidth limiting option or resource allocation limiting option to wireproxy, so that it will continue to operate, but user will have slower speed?
