not binding on http / socks5

Somehow it stopped binding on local TCP ports

with config

WGConfig = /etc/wireguard/test.conf

[http]
BindAddress = 127.0.0.1:40000

[Socks5]
BindAddress = 127.0.0.1:40001

nothing wrong in the logs, no error, but it just doesn't even try to bind on the TCP ports for http / socks5. Even after I changed the ports around it still has the exact same problem
