Update specs that reference discontinued RFCs #1096

As reported in #1096, no known Bikeshed/ReSpec spec references sections in RFC7538 and RFC7540, so we can stop crawling these specs right away.

Webref still contains headings for the discontinued RFCs identified in w3c/browser-specs#327 (comment) but that's only because we're explicitly telling Reffy to crawl them (see #1095). This should only be done temporarily while we refresh specs that still link to them. Here is a list of references that need to be updated:
